Agency to do recruiting for RIR

I want to do the LC, my employer who has never sponoserd any one before and would only be willing to sign some papers but not the actual process of recruiting.

Is there an agency that I could use for the RIR, to make matters worse Maryland SESA is working on Nov 2001 priority dates ....
