Age Out Protection Legislation

As some of you might know, President Bush signed the long awaited Age out Protection Legislation in first week of august.

If somebody has done an analysis of this law, I was looking for some answers :

1) My parents obtained their green card last year. My younger brother missed getting on the forms by 10 days. His name was on the original application when it was files back in the late eighties. Is there a way for him to get included in the application, under this new law ?

2) I am married and over 25 years of age. Although my name was also on the original application which was made out in the late eighties. At that time I was under 18 years of age and unmarried. Is there any benefit I can get out of this new law ?

Any help would be greatly appreciated.

Can you please clarify how your brother missed it by 10 days. Did the visa number become available 10 days after he turned 21?

Or did he turn 21 by the time he was called for the interview.
