Once we send the RFE the first time to CIS, does CIS send RFE again if they want to? Do we have a chance to appeal before they deny the application?
Is there a chance that they can deny the primary as well as the dependant if the dependant does not have a proper document?
No. I am not pessimistic. I have problem in getting a marrige NON-AVAILABILITY certificate within the timeframe.
