After Waiver

Hi friends,

I'm on J-1 trainee visa which has the maximum duration of 18 months. My J-1 visa is for 15 months and now I have the waiver from uscis. I talked to a Lawyer and he said that I can extend my J-1 visa for another 3 months as waiver covers the whole length of 18 months. Is it really true, because I have read in several posts that after waiver J-1 visa can not be extended or J-1 trainees can do that? Somebody, please help me with this.

Your DS-2019 cannot be extended once you have obtained a waiver. I don't know what sort of lawyer you consulted, but I wouldn't trust this person for sound advice in the future.
 
Thanks for the response. So, it appears that I have no means to finish my project as only option that I have is H1b and that's again not sure beacuse of lottery.
Does anybody know that if I have to change now to F1, then how long would that process take and how early should I apply for that? I have some 5 months left on my J-1 visa.
