After three rejection of B2 – visitor visa application

In April 2002, my Mom (46 years old) was issued 10 years Visitor visa (multiple entry) at Mumbai, based on all the required documents attached to her application. She is a housewife. She visited me here, from May to November 2002.

Since my Dad’s passport was not ready in April 2002, he couldn’t apply for visitor visa together with my Mom. My Dad then applied in Aug and Sep 2002 along with all the required documents sent by me, again, when he got his passport. But his visa applications were rejected twice. Both the time he was asked whether he gets pension since he is retired (58 years old). My Dad had replied that he doesn’t get pension in both interviews, since he was working for a private company (that was in lock out situation) and he was not a government servant. Since he doesn’t get pension, his applications for visitor visa were denied both times.

We applied in 2003 with Income tax return and property (flat) papers but the application was rejected third time also. My Dad was asked two questions, “Did you ever go out of this country?” and “Do you have invitation letter in your language as you do not understand English?” Answers were NO to both of these questions. Letter was carried to US consulate during last two interviews but officer did not ask any document. In the third interview, he was asked to get new passport, if he wants to apply again. So we got the new passport and now I am looking for some advice on the following questions I have.

DAD:
1> Since my Dad has new passport, do US embassy keep record of earlier three cancellations? My feeling is yes but want to find out if any information on it.
2> Being a green card holder, am I allowed to visit consulate with my Dad for interview?
3> My Dad will be completing 60 years sometime this year, hence planning to apply after that through drop box, hope that will increase the chances of getting VISA. Do I have to drop all the documents in original with application?

PARENTS-IN-LAW:
a) My parent-in-law are not 60 yet but I want them to have VISA stamped since I’ll be in Mumbai. Is it advisable to apply at the same time when I work on my Dad’s visa application?
b) For parent-in-law sponsorship, should my wife – she is housewife - send documents, if that helps? She is join account holder so financial support can be shown in I-134. Or should I support them? I will already be sponsoring my Dad and by sponsoring my in-laws I don’t want to be cause of their VISA rejection.
