After Enquery Do You Get A Letter?????

Hi,
After a status service request , my employee got a letter after seven days later saying: "
Your case was received on 3-6-2004 and is pending a decision.Once your case has been reviewed and decision made, you will ......another notice...."

Is this only to confirm that he contacted them or this letter is the end result of this inquery??????????
 
is it allowed to apply H1 visa status

My visa expired 3 months ago and we didn`t renew it because I have EAD card.However I think it will better to apply visa status again.Am i allowed to apply h1b while waiting for I-140 and I-485 decision???
