Yes.
Tell SS office that you want to remove restriction of not being allowed to work, if she already had a card. New SS Card will still show "Valid for work only with INS authorization"
You can remove that restriction upon obtaining GC.
If she never had a card, just apply and check box saying legal alien allowed to work.
