My maternal aunt applied for my mother including our family (total 4 members) under F4 category but her income was not sufficient so we asked joint sponsor from my paternal aunt but her income ($22,000) was also not sufficient to support us. Recently my paternal aunt's son ( independent as per aunt's income tax returns) got a residency in dental hospital starting July'13. His pay is around $50,000 which will be sufficient to sponsor us.

Embassy has given us time till Nov'13 to submit the affidavit of support but by that time my cousin will not have filed his income tax return. So can he fill I-864 form based on his W2 salary slips, even before filling his first Income tax return. If not then what is the best possible solution.
 
He can file the I-864 using an employer letter and pay stubs. But he'll need to include an explanation for why he didn't file tax returns.

However, because a medical or dental residency is a fixed-length program, they might not accept it as a source of income because they want to see income that is likely to continue significantly beyond the approval of the green cards.

What about your mother's assets, including her house? Assets can be used to offset the income requirement, but with that many family members it would be necessary to have around $200K to entirely eliminate the income requirement.
