affidavit of support

one of my friend got dv 2008 and at present he is in USA. Is he eligible to send me affidavit of support although he may not be financially very sound. Is affidavit of support is really mandatory? I am from Bangladesh. I have come to know ( its may not be true yet!!) concular processing is not too tough for the Bangladeshi people and affidavit of support is not also necessary. One of my friend gave me a very very:confused::confused: interesting info yesterday. He said if you have Indian visa ( for more than 6 months ofcourse ) in your passport, you will get your DV visa easily!! He meant to say Consular Officer will consider your case with EXTRA consideration :rolleyes:
Is that really true :rolleyes::rolleyes::rolleyes:

I am one of those people who went through the CP interview which had a host of other problems (you can check my previous posts) but didi not hear the mention of the word affidavit of support. May be its slowly being phased out but its true some people are not asked for it. I did my interview in Kenya and do not look anything like affluent so that the consular officer may consider me wealthy enough without the affidavit
