Affidavit of support question

Hi
I am filling I-130 and I-485 together for my parents who are visiting me in USA. I am also filling Affidavits of support along with the I-130s, one each for mother and father.
My questions are
1. In part 5 of I-864 (affidavit of support) one has to determine household size. In my fathers affidavit should I count my mother as 1 in 21(e) as she is going to have a seperate affidavit of support, simillarly for my mothers affidavit Should i count my father as 1 in 21(e)?

2. Do we send the 70$ fee per affidavit when I send the application along with I-130and I-485 or the 70$ get billed later once the case is with department of state?

If you are filing seperate affidavits for both of them, you dont have to count/include mother in father's affidavit, and count/include father in mother's affidavit
Yes you might have to pay $70.00 fee that covers both I-864's. DOS is allowing to pay online I-864 processing & DS-230 fee ($400.00 each applicant)
 
What is DS 230? I have not filled out this form? Do I need it if my parents are already in USA when I apply.
Also should I send a check of 70$ along with forms to chicago lock box or wait till DOS contacts me?

If you are doing a I-485 for your parents you only need to send 2 separate checks for each of them: $355 for the I-130 and $1010 for the I-485. In order words 4 checks 2 $355.00 checks and 2 $1010 checks. But since it's your parents you should send both I-485 packages in one big envelope to the lock-box in Chicago. Hence their cases will likely get processed together, but someone with experience filing I-485 for both parents at the same time could chime in.
