Advise on Denial Hearing (N-336)

MY sister failed Civics at her citizenship exam in Garden City, NY, two months ago. She just got a denial letter and we are thinking of requesting a hearing. Does anyone have any experience/advise regarding the hearing? Will my sister have a chance to answer Civics questions at the hearing? What do we say in the brief? Also, if the outcome is negative, is it worth appealing this decision in court?

Any advise is much appreciated... My sister is a hardworking person and would really like to become a citizen... Her English, though far from perfect, is continuously improving...
