Advice Requested : PCC From Consulate in NY

I am opting for CP route for immigration to US.

Part of the documents required is the PCC from India.

I received my PCC from Consulate in India within two weeks of application made to them.

But my spouse's PCC has nto been received yet. We received the call from a member of Consulate that her certificate will be mailed in two days or so.

It's over 4 weeks yet and we have not received it back. We mailed all the required fees, fee for returned envelope (Passport & PCC).

We called the consulate 20-25 times but no one picks up / answers the phone.

We emailed them 8-9 times will the required details giving our contact details but there has been no reply from Consulate.

Did any one experience similar ?
Can anyone share the experience on when we should expect the PCC for her to arrive at our home ?
Do you suggest to visit Consulate@NY in person to make an inquiry ? IF yes, what should we carry with ourselves ?

Any help is greatly appreciated.

Time is running out as NVC has sent the instructions for Packet 3 and our PD is current.
