Advance parole

Hi,
Currently on H1-B that will expired on june 15 2004.
I have my EAD approved since March 2004 and I didn't submit an application for travel document or... Advance parole.

Can I apply for Advance parole by myself?
If so, can I E-FILE it? - How?

Please advise, thanks.
