AP is meant for travel to by default to your home country for family emergencies, but you can also travel for buisness reasons to a country other than your home country, there is no specific mention of which country you can travel on the AP so that gives you room to travel to any country. AP is issued only to enter into USA from a foriegn country.
The only thing you have to be careful is when you apply for AP if the reason given is to travel to your home country for emergency but then you travelled to a different country, at the port of entry there is a possibility of question?? the INS officer if found out that you are coming from a different country other than what is says on passport he or she might get suspicious? and I dont want to speculate what would happens afterwards..
But you can always get an AP by stating that you are travelling to a country x for buisness/or other purpose then there is no problem.
