Advance parole fee question-urgent

Hi
I filed for I-485 application on july 27th 07. I am about to apply for AP and the form says that no fee for AP application is required if 485 was filed prior to July 30th, 07.
Please advise if this is true asap.

It does not say prior to July 30, it says "as of" July 30. You will have to pay the AP fee.

If you filed the I-485 on or after July 30, you would have paid an all-inclusive fee of around $1000 which also covers Advance Parole and EAD (although due to the priority date fiasco I think they still allowed paying the lower I-485 fee until mid-August, which if you paid that lower fee you would have to pay separately for EAD and AP).

I agree with Jackolatern. In addition, the amount of fees is same as that you would have paid had you filed AP before Aug 17. Here is an excerpt from USCIS website about the fee -

USCIS reminds the public that all filings submitted on or after July 30, 2007 via the electronic filing system must be submitted with payment of the new fees.

Filings made Pursuant to Visa Bulletin No. 107: As previously announced, all forms I-765 and I-131 applications based on employment-based adjustment of status applications filed pursuant to Visa Bulletin No. 107 that are submitted on or before August 17, 2007 must be filed under the fee structure in place prior to July 30, 2007. On or after July 30, 2007, those applications may not be electronically filed and must be submitted to a Service Center via regular mail or courier service.
 
I have question regarding AP. I know one can apply for the AP before 6 months of expiration of the current AP. Can one travel out of the country after applying for the 2nd AP if the first AP is still valid or you have to wait/be in the country until you receive the 2nd AP.

Yes, you can leave the country and reenter if you have an existing unexpired AP. But I am not sure if you can return using the new AP that was pending at the time when you left.
 
I would like to add that the applicant for AP must reside in the U.S. while the application is in process. Otherwise the application will be deemed abandoned. This was from one of the USCIS FAQs published during July 2007 visa bulletin fiasco. So my suggestion would be to travel using the existing AP and then reapply for the next year.
