Adv for RIR...

My employer is planning to start advertising for RIR. I am speaking with the lawyers right now as they are looking at the specific job opening. The question is:

1. Place a general ad (software engineer) and interview candidates based on the min requirement for the position(such as skills A, B, C)
2. Place a specific position ad, adv looking for A,B,C

Any experts please comment. Thanks a lot in advance,

You can only require what the minimum requirements are for the position. For example, if your company employs 10 Software Engineers. All of them have Bachelors Degrees in Computer Science and at least 1 year experience. You have a Ph.D. in Computer Science and 25 years experience. The minimum requirements for the position are still a Bachelors Degree in Computer Science and 1 year of experience.

I guess I don't understand the question. Maybe you should address this to the attorney handling your case.

i understand the minimum requirement part. however my question is:

1. do i need to put the minimum requirement in the newspaper ad OR
2. place a generic ad (i require software enggs) and when i get responses from sw enggs, evaluate them and their skills against the minimum requirement, to select or reject the candidates?

My employer published advt. in newspaper last month and he received few responses and he rejected all of them as they are not matched with required skills. Do my employer need to publish advt on any govt. site or somewhere else or can he apply for labour now? He is planning for RIR.
