Adult Adoption/I-130 Question

Hi everyone! I have a question that I'm hoping to find some (free!) advice on before I start paying people to make it happen. I have been trying to figure out a way for my best friend from college to be allowed to move back to the US since his student visa ran out several years ago. My parents took him in and he lived with us for a while until he had to head home to Argentina, but he's been unable to find ongoing work sponsorship in the US (cheaper to outsource to him there than pay for him to work here). He entered into the visa lottery but isn't very hopeful that anything will come of it and that's really his only means of gaining citizenship at this point.

That said, given that adult adoption is a means to give inheritance rights to individuals, if my parents (or I, for that matter) were to legally adopt him, would it then be possible to sponsor his citizenship through an I-130 form and allow for the odds of him being brought into the country to get a little better or is that just wishful thinking? All parties are on board with the idea if it'll work, but I haven't gone through any of the legal steps just yet since I'm sure it'll cost a decent sum. I appreciate any help that anyone out there might be able to give!
 
Adult adoption brings no immigration benefits. For immigration purposes, adoptions must be completed before age 16, or before 18 with the sibling exception (i.e. the 16- or 17-year old has an under-16 sibling whom you are also adopting).

Also note that I-130 is only for obtaining a green card, which is a prerequisite to citizenship but isn't the same as citizenship.
