Adoption within USA

Does anybody who is a Green Card Holder (not a US Citizen) been able to adopt a baby within USA through an adoption agency? I know for international adoption there is a procedure and a waiting period but how about local adoption for non US Citizens who are permanent residents of USA?

1) you can adopt a us citizen child even if your are not a resident of US
2) you cannot adopt internationally unless you are a citizen of US
