It's where processing is done to administrative matters! You provide no context for your question --- it makes it very hard to answer.

I speculate that you received a notice that says your case has been delayed/is pending due to administrative processing.
 
The USCIS, IRS, FDA, PTO etc. are administrative units of the executive. The have their own adjudicative processes which render decisions. But these are administrative decisions. At some point these decisions may be appealed to the courts of law. Things like deportation orders; grant, suspension, or denial of benfits are all administrative decisions which by following the adeuqate procedure may be appealed to law courts.

Thanks for the info, but I would be a rather poor student if I did not know the above.

My point to the OP is that he does not give context to his question. Where did he read that? In a letter from USCIS? With reference to what?
