Of course he can,- very simply, he has to apply for adjustment of status, form I-485, and in the same time his wife has to file a relative petition for him, I-130,
as soon as these forms are mailed his status will change from "visitor" to "adjustment of status applicant", which is another perfectly legal status, he can also apply for work authorisation and advance parol( in case if he wants to travel outside of the US before his case is completed).
It is best for him to file these forms before July 15th, but it doesnt matter all that much.
Not sure though, why are you saying "his visa will expire"? You mean, the period he was admited for will expire, right? cause the visa has nothing to do with it- how long you can stay is decided at the border by the immigration official, and has no relation to the validity of the visa itself.
