qualifying asylee may apply for adjustment by filing Form I-485 (with fee) with the Nebraska Service Center. Section 207(b) of the Act limits the number of asylees who can be granted adjustment of status to 10,000 per year, except that this numerical limitation does not apply to anyone who was granted asylee status prior to June 1, 1990
I wonder if some adjudicators are operating under that premise.
