Start what? request for a pilot program at VSC? or request to adjudicate older cases? if it is the later, then it is not being done at VSC.
 
Officialy no such pilot program at VSC but lot of 2003 (EAC03) cases were adjudicated eventhough there are lot of pending 2002(may be even 2001) cases.
