Address for police certificate

Hi,
I'm a U.S. citizen sponsoring my wife, and we just sent the I-130. We previously went through this whole process but she was made to surrender her GC and lose her residency because she didn't move to the U.S. in time.

The first time around, we were asked to submit police certificates for all the countries she had lived in. Most of the countries were fine, but the one from Malaysia took 3 months to arrive and was a big factor in how long the overall process took.

So this time, we started the process of getting a police certificate from Malaysia even though USCIS hasn't requested it yet, as we want to be ready for the time the I-130 is approved (we don't want an extra 3-month gap before we can do the next step). However, Malaysia says they need the address of the office requesting the police certificate, as I guess it's written like a business letter. Since we haven't gotten a specific request, I don't know what to put. We live in Canada, and I don't know which field office or consulate will be assigned our case. Also, we misplaced the relevant papers from the first time around for this, so I don't even know what form or letter required that we do this police certificate thing the first time, and I wasn't able to find any clear information about it on the USCIS site either.

I'm thinking maybe we can just put a main address of USCIS for the Malaysians (if USCIS even has one main address?), but I'm interested in any advice about that, and also if anyone knows what part of the process the police certificate is for and if there are any other parameters in relation to submitting it.
