According to my attorney, they indeed confirm a validity of this new document (if NC is pending more than 180 days and visa number availible immigration has to go ahead and issues the document).
They have received an internal memo that says that INS (or whatever it is called now) will try to take care of business before April 30th. INS asks not to initiate any expediting/request letters until Aprli 30th. The attorney's office believe that if someone does it it can actually back fire....
