Mumbai website states:

Important Note: All immigrant visa applicants must also pay an additional visa surcharge of US$45 or Rs. 1980 per applicant by bank draft in favor of the American Consulate General, Mumbai, and payable in Mumbai. If you do not bring this bank draft to your interview, your application will be denied and you will have to return on another day when you have obtained the draft. In addition, all applicants must bring the federal tax returns for the year 2004 from their petitioner and any joint sponsors, if applicable.

1. I paid $380.00 per applicant to the NVC. Do I need to pay the above amount ($45.00 per applicant)at the Consulate?

The "gorkhas" at the Consulate entrance are trained to identify a bank draft and ofcourse, not to use their brains.Incase I do not have to pay, how could I possibly convince these "dotheads" that I have paid the full amount already and to let me inside the Consulate? Would they understand if I explained to them?

2. My case is EB2 NIW (which is self sponsored). In this case, do I need the tax returns from my current employer (or past when I filed I-140)?
