Additional administrative processing for H1B

I just wanted to tell you that I have been living in Tucson, Arizona and working at the University of Arizona laboratory as a researcher for the past 6 years that I have lived in the US.
I came in along with my husband first, but we got a divorce and due to my hard work as a volunteer for a year, I was able to provide an H1B visa in 1998. I have an extension for H1B till the end of 2003. I worked for Biochem at University of Arizona from 1998 to 5/2002. Then I obtained a new position at the same university since my previous research position had ended and since I had a month worth of vacation, I decided to come to Turkey and visit my family. This is where my visa problem has started.
I came here on 5/17/2002 and has been here since then. My new employer is waiting for me for
More than 2 months now. They put me on a leave of absence for 28
days starting last week and they will terminate my employment to the university on 5th of August.

Since my previous visa was valid between 1/99 to 11/2001, I had to reapply for the visa.
I applied for visa request on 17/5/2002 and they stamped my passaport for application on 22 May
2002 and I have been told that it takes 4-6 weeks. After few weeks when I contacted US consulate
over Istanbul for expedition of the visa they told me that my employer should contact
US department of state in washington DC Turkey desk. The university did contact, but they have
been told that the US department of
State is not involved with clearance processing. I was fortunate to have one of my friends to
Contact to congrassman kolbe to assign someone to work on my case. The congrassman aid
faxed my material to US consulate over Istanbul but did not get any answer.

My questions:
1- who is in charge of processing visa?s for additional administrative processing.

2- When I contacted US embassy in Istanbul on 10th of July, she told me they have
just started my case 4 weeks ago. My question is do I have any rights to write a complain
latter about the day of my
request for visa application which was on 22 /5/2002 and the day that have started my additional
administrative processing which was exactly a month later. Where should I send my complain
letter to US department of state, or can I just start something as a legal procedure
(law suit) using an attorny against
the people on charge for losing my job status in United State, because of late processing date.

3- If they terminate my job on 5th of August and I get my security clearance and as a result
my visa after 5th of August, can I use the same visa to enter the country and start at the same
position if it is still available, since the job was terminated because of this situation.
