Actual Clock starts when on H Visa?

want to take H4 Visa next month but will move in mid June/July when the clock will start the day my passport is stamped with H4 or the day i get a stamped I-94. By Clock i meant the six year time peroid.

Secondly is it possible for for me to get a visa as early as i had described,I know for H1 it has to be 10 Days prior to start of job any such regulations for H4.

You can go for early H4 stamping, no restrictions.
