My friend is on a H-4 visa and is awaiting decision on her I-140 for the NIW application. She has her EAD but has not used it.
She has been awarded a merit-based fellowship from her university which gives a tuition waiver plus a monthly stipend for living expenses. The fellowship does not stipulate that she needs to perform any services. i.e. no need to teach or do any other work.
Can she accept it on the H-4 visa ? If not, can she accept the tuition waiver alone?
