Guys I need your help. I have pending I-140/ I-485 EB3 since DEC 2003. I have not worked for my sponsor yet since he is in a different state. (Agreed) Anyway, if I find another sponsor in my city, can I change it? What does AC21 mean?

To use AC21, your I-140 should be approved and I-485 should be filed before 6 months.

AC21 facilitates changing of jobs after I485 is pending for more than 6 months (183 calendar days).
A breather from INS if you do not want to stick to your sponsor for the whole nine yards of the GC process.
Safer to do it after I140 approval as then all sponsor issues are sorted out like the I140 process needs company financials in case of any queries... etc....
Others may beg to differ.
