AC21 - higher salary, different tools - am I eligible?

I'm concidering changing a job. Need advice.
Is it safe to change job if LC job description contain specific tools mention:
LC: Delphi, PowerBuilder, C++, MS SQL
New job: ASP.Net, C#, MS SQL?

DOT codes are the same. SOC codes may be the same or relevant (15-1021 vs 15-1051). How will affect AC21 eligibility fact that salary is 50% higher?
