AC21 - H1 TRANSFER + 8th extension without LC copy

My 140 approved in Nov, 04 .
My 485 pending more than 6 months.
I dont have I140 approval copy or LC copy.
I am currently on 7th year h1 extension.

I want to apply for h1 transfer + 8th year extension.
Is this possible without LC COPY or I140 approval notice.

Could i simply submit 485 reciept notice for H1 transfer.
Please advice
