AC21 Change in Region ruling

Is anyone following the cases in Maryland where the local BCIS office is trying to deny two cases that used AC21 to transfer to their service center? Any update on the procedures thus far?
 
Here is an excerpt from the "Murthy Chat" from 5/26/03.

Chat User : Have you heard about two AC21 cases that were denied by the Baltimore local office due to geographical job differences? How will that affect the AC21 rule, if at all?

Attorney Murthy : Actually, if we are thinking of the same two cases, the Baltimore District Office did not deny both cases but sent them up to the AAO or Administrative Appeals Office for certification or opinion on how they should proceed. Apparently, they were concerned that AC21 should have some restrictions, but were not sure about its limitations on those two cases. We are very well aware of those cases.
