AC21 Can I use ?

I am currently waiting for 485 approval. (was filed more than 18 months back)
My current job title is 'Software Engineer'
Can I move to another job titled 'Program Manager'/ 'Product Manager' with very much similar job profile ?
At the same time can I file H1B transfer ?

H1B transfer is independent of the GC/485 etc- you can do it.
The job should be similar. The job is combination of title/description/salary. You title seems different- but if description/salry etc are somewhat similar it would work. BCIS is liberal on the job front.
