AC21 - 180 days question

I heard that "AC 21 allows a person to change employers 180 calendar days from filing their I-485", now does this mean 180 calendar days from the Receipt Date or from the Notice Date?

Where can I find this AC21 form ?

What is The procedure To Follow for Job Change after 180 days of filing 485.

Mine RD is Dec 27, its almost a year, and now I want to leave my current employer.

I will be using my EAD card. But what are the other legal procedure do I need to follow. What form numbers and where are those forms available on line etc.

I don't want to go to lawyer as I don't have money to waste on their fees.

AC21 is not a form it is an Act/law. Sorry, I personally have no knowledge on how one should inform INS of job/employer change.
