Hello,
I have a friend who applied for I-140,I-485,EAD etc..
he applied 9 months back.
His I-140 is still pending.
can he change the job based on 180 days rule usinf AC-21?

pl. advice.
 
No. AC21 requires 140 approved and 485 pending > 180 days. However he can change jobs if his old employer continues to support 140- will not withdraw it and respond to RFEs.

AC-21 does not require approved I-140. The fear is employer may revoke your I-140 before its approval. That is the reason sb_tiger is telling not to change the Job.
