It is expected to be released in August with the 60-day comment period. Accordingly, the final rule is still some distance away. This is what is stated in immigration-law.com. Can someone explain what are the steps
towards proposed rule- rule- final rule- regulation- final regulation-
law- final law? What are these? If it is not a final law yet then why
INS still being lenient about the rules inside AC21? Do they have
authority of doing whatever they want? If it is not a law yet then why is being used by the INS? Isn\'t that ridiculus? Please explain if you know anything about this complex world of regualation-rule and law. thanks.
