Lets see, in the world of green card, what if someone got their LC approved recently, and filed his I-140 and I-485, and his I-140 got approved in 2 months, now can he still invoke AC21 and go to work for new employer?

I think you need meet two other criteria:
1. I-485 Pending more than 180 days
2. The new job is same or similiar.
