No, full time means atleast 30 hours per week. Permenent means without any definite termination date.
They are totally independent. You can be a part time permanent employee OR a full time temporary employee.
Full time is not the same as permanent. Immigration requires this "permanent" description or some other like it, i.e. indefinite, infinite, etc. This has nothing to do with the Employment laws of the country (at will). For further analysis, see attached file in Employment section.
So if a person is working hourly(40 hours which is full time) and not a permanent employee then it could be a issue if RFE is issued for employment letter. IS this right?? Please comment

Yes, it will be an issue. Employment based immigration requires availability of full time permanent position.
If employer is not comfortable with the word "permanent" he can state that the job is available indefinitely.
