I have filed my I485 on Feb 2003, and I have EAD.

IF I want to switch job now, should my Job title be same?

Currently my Job title says I am a Database Admin and I would like to go as Application Developer.

Should the Job title match or just the desription matters?

Just make sure that the job duties are similar. My case was also AC-21. LC jon title was Programmer Analyst and AC-21 Job title is "Senior Systems Engineer" and salary was 100% more but I made sure the job duties are same. You should be fine.
 
Can I join a consulting Company as a permenant employee or should I be a permenant employee of a company to file AC21

yes you can join a consulting company....that should not be a problem if that company didn’t layoff many people recently....you also have to consider number of employees that consulting company has.
