AC-140 process

My I-140 was approved on June 1, 02 and I filed I-824 to change from AOS to CP on June 7, 02. Do I have to wait for I-824 approval or can I go to New Delhi consulate directly with AC-140. Or do I have to file AC-140 to St Louis Center.

Any help will be greatly appreciated.

File AC140 with directly with the consulate:
I-140 approval notice - original
I-824 Receipt notice - original
Your filled P3 forms and notice to consulate you are ready for interview (download forms from immihelp.com)

I-824 receipt generally comes within 2/3 weeks. Only catch, not all consulates accept AC140. Check it with them or on their web site.
