AC-140 in chennai

From readinf the IV FAQ, it seems that chennai will accept AC-140. Is this a new development? Are they more difficult to work with than mumbai?
 
Chennai Consualte website in fact do mention that they *DO* accept AC-140 on a *CASE-BY-CASE* basis and if it could demonstrated that AOS is causing severe hardship.

You need to have I-824 approved to apply for AC-140. (I had tried this route)

Also they mention that "IF THEIR WORK LOAD PERMITS" they'll take AC-140.

I had sent mails to Chennai consulate regarding AC-140. They said at this point of time they are not in position to take up AC-140.
