AC 140 case creation and I824 approval

Has Everyone with AC-140, who has a case created by Mumbai consulate , have there I824 approved. I am wondering if Mumbai consulate waits for I 824 approval before assigning case No.

They don\'t wait for approval. Usually, by the time approval comes in, you are done or almost done.
