ac-140 at chennai

Has anyone tried ac-140 route for GC at Chennai?
Chennai consulate website says they accept ac-140 on a case by case basis.. any idea what kind of hardship can convince chennai to accept ac-140?
 
Chennai consulate says that they will accept AC-140 on a case by case basis AND IF THEIR WORKLOAD PERMITS THEM TO ACCEPT IT. In terms of visa processing, Chennai consulate has been the 3rd or 4th largest in the world among all US consular posts. I guess they will never have their workload reduced enough to accept AC-140. ALso I have not heard of any cases where chennai accepted AC-140.
 
I think chennai has recently changed its opinion on ac-140 and published something saying it would be accepting ac-140 cases. One advantage with chennai ac-140 is that, one need not submit I-824 receipt.

I think it would be worth a shot.

Some consulates accepts just a receipt of I-824 and some consulates require I-824 approval notice. But in both cases I-824 is required.

FYI... AC-140 is filed when an individual opted for AOS first and then changes his/her mind to do CP.

I think it would be worth a shot.

I don't think Chennai has changed its stand on AC-140. It merely repeated what other consulates like Delhi and Mumbai have said. Mumbai and Delhi has much fewer visa applicants and possibly larger support staff and therefore are accepting AC-140. The catch here is the workload and staff availabe to handle these AC-140 cases.
