About the publication

I worked in a national lab. I wrote some technical reports and submitted to some government agency (these publications will be released by the agency after review, also reviewed by some other international experts). Are these technical reports counted as papers? Will they help for OR?

Is Citation very important for OR?

Can these reports than read by everybody or at least from international experts in your field. If yes, I would say they count as publication. If these reports are only for internal use I would say they don't count as a publication.

For OR you have to fulfil two crtieria out of a list of six and citation are part of one of this criteria. If you fulfil others you don't need citations but normally this is something USCIS looks at to see how good is your reputation in the international scientific community. To answer your question: Yes I think they are very important.
