I have done some research on internet of how second FP notice is issued. See below for two methods. That's exactly what we have figured out, if your case is not assigned, then it's done by automatic system - which is called national fingerpint scheduler
if your case is under adjudication, then it's the officer request the 2nd fp. there's no way to expedite it.
And also, from the article, we can tell that 30 days after the processing time is considered abnormal and should be able to request expedite, as least I think so. My congressman office told me after 30 days, they can ask for expedite for me.
CSC used to adjudicate cases based on finger print expiration date but now this service has been rescinded.

As a result of this change in policy, the CSC Liaison Committee will no longer be able to entertain inquiries for I-485 applications with expiring fingerprints unless the case is beyond normal processing times.
