I checked the online message it said

"On March 18, 2004, we mailed a notice requesting additional evidence or information in this case. The notice explains in detail what additional material is needed. If you have questions about the notice, what is required, or if 14 days have passed and you have not received the notice, please call the National Customer Service Center at (800) 375-5283."

I didn't recieve the REF. But I received the 2nd fp notice. Is the REF=2nd FP or it is different?

It's different

RFE is different than 2nd FP. In your case RFE has been issued.

Please make it a point to mention your WAC # in all your postings.

RFE and 2nd FP may be same..

Same thing happened to one of my close friend. Website says RFE issued but received a FP notice instead.

I think they treat 2nd FP as an RFE.

No, Both are different. I got the same message before..But got both RFE and 2nd FP.
FP generated march 17
RFE generated march 18.
Received both on march 22
