HI!
I have got the welcome notice to the US a few days back saying that I'll get my GREENCARD in a few weeks (I am an immigrant Visa holder).I want to go to India to complete my rest of my education and want to come back after a period of 18 months or so .Can I apply for my re entry permit in India ,or should I be applying for it here only ?I am thinking of leaving US in the mid of JUly .One more question ,Can I file I 131 now asking for re entry permit as I have already been sent the welcome notice? or should I wait without applying I 131 untill I get my Green Card ?Pls guideme
 
You can't apply for a re-entry permit from outside the US. Download the form from the USCIS web site it has detailed instructions. You don't need to wait for a physical green card. You can ask for the permit to be delivered to you through nearest the US consulate overseas.
