About F2A and F2B

I'm looking for some answers why F2A Green Card holders who applied for spouses priority date different, than same Green Card Holders who applied for unmarried children over 21, that is F2b?
Looking at the current visa buletin, F2A PR-01/11/01.
While F2B is PR- 22/04/96.??? I maybe wrong. Can someone explain? It looks cruel!

What's up Nest? Hope you are doing okay. Nest keep in mind that the F2b visa category does not get the same number of immigrant visa numbers as category F2A.
