This is the information I got from a lawyer about the annual review: During first two weeks of October, INS goes through this review to collect information for congress about the number of cases filed, the number of cases pending, etc. During these two weeks, effectively, the office is shut down as `almost' everyone is doing the review.
What this means is simply that the number of approvals are likely to be low (non-existent) during the next two weeks. However, after those two weeks, there should be no problem.
For those who are waiting (including me), here are my two cents: For next two weeks, relax! Check your case status only once a week (instead of once (or more than once) every day!!!!) Do not worry if you do not see approvals on rupnet. Think of it as if you have gone to sleep on Oct 1 and get up only on Oct 15!!!!
