Abandonment of LPR Status

My wife wants to abandon her LRP status [we are getting a divorce] and move to back her home country. Is there any way to do this in the US? All I find when I search is a form I-407 Abandonment of LPR Status, which apparently must be submitted to the US consulate in whatever country the individual may be from. I do know that the card becomes invalid after a year of residing outside the US. It is our intention for her to return without any loose ends to tie up. Also, I am confused on the instructions for the I-407, it seems to indicate that we may mail the completed form with her signature and a written explanation of why this is being done. There is also a space for a US Consular Officer to sign as she were to go into the office and present the form.

I think it has to be done outside the US, because once the GC is surrendered and LPR status canceled, one would be out of status if still within the US.
 
This is what thought. I contacted USCIS and the representative was not able to help me at all and just stated that she thought it must be done in the Country of origin and that either way, the GC becomes invalid after a year outside the US. She could find no forms that I could submit here in the US. She could not even find form I-407...must only be in US Consulate(s) abroad.
